Harrison County Marriage License Basics

Marriage licenses are issued by the Harrison County Clerk, Linda S. Barnes, at 111 S. Main Street, Suite 102, Cynthiana, KY 41031. The county clerk is separate from the Circuit Court Clerk. Use the county clerk for a new marriage license, certified copies of Harrison County licenses, and county-record questions tied to the local marriage-license file.

Both parties must apply together. The official county page says both applicants must be 18 or older unless the minor-marriage process applies. There is no waiting period, blood test, or physical exam. A license is valid for 30 days, including the date it is issued, and it may be used anywhere in the Commonwealth of Kentucky. The license fee is nonrefundable and must be paid when the application is made.

The Harrison County Clerk online records page points records users to county-record access through the clerk's systems, but a marriage-license application itself is an in-person process. Confirm hours before traveling, especially near holidays or third-Thursday extended motor vehicle and deed room hours.

Apply For Harrison County Marriage Records

Applicants should prepare identity documents and parent-name information before going to the clerk's office. Harrison County lists acceptable identity documents as a driver's license, government picture ID, original birth certificate, passport, or Social Security card. The application also asks for the correct spelling of each applicant's father's full name and mother's full maiden name.

1. Call or visit the Harrison County Clerk to confirm public hours and the accepted payment method for the license fee.
2. Both parties appear together at the clerk's office with acceptable ID and the required parent-name information.
3. Provide the application information, confirm eligibility, and pay the license fee.

The official county marriage-license page gives different fees for the license and for certified copies. It also lists the license payment methods accepted by the Harrison County Clerk. Court filing fees for a divorce are not listed in the Harrison marriage-license source, so divorce case-cost questions should go to the Circuit Court Clerk before filing.

Accepted license payments listed by the county include cash, certified check, cashier's check, money order, personal check, Visa, Discover, AMEX, and MasterCard. For court case payments, use the Kentucky Court of Justice payment rules instead of the county clerk's marriage-license payment list.

Harrison County Marriage Ceremony Rules

Kentucky does not have a minister registration process. The Harrison County Clerk page says recognition can be through ordination, license, or another clear recognition by a religious group. Marriages may be solemnized by clergy, justices and judges of the Court of Justice, retired justices or judges subject to the listed exclusions, county judge/executives, authorized justices of the peace or fiscal court commissioners, and certain religious societies.

At least two witnesses must be present in addition to the parties and the officiant. The county page also lists marriages that are prohibited or restricted, including marriages nearer in kin than second cousins, first cousins, a mentally incompetent person, a person still married to a living spouse from whom not divorced, common-law marriages, proxy marriages, and marriages not solemnized or contracted in the presence of an authorized person or society.

Search Harrison County Marriage Records

For a certified copy, Harrison County can certify only a license that was issued in Harrison County. A mail request goes to 111 S. Main Street, Suite 102, Cynthiana, KY 41031. For marriages before June 26, 2020, the request should include the bride's maiden name, groom's name, and the date or year of marriage. For marriages after June 25, 2020, provide partner 1 or partner 2 maiden name and the date or year.

The county clerk's records page says Harrison County records are available through CCLIX/eCCLIX from January 1, 1985 to current, with filed documents available to view or print when access is permitted. That system is more useful for recorded legal records than for a new marriage application, but it can help distinguish county recorded documents from court case records.

That record portal is not the same as the Kentucky court case search, so do not use it to look for a divorce case file or court decree.

Find Harrison County Divorce Records

Divorce records follow a different path. The Kentucky Office of Vital Statistics has marriage and divorce certificates, but divorce case files and decrees are court records. In Harrison County, divorce pleadings, orders, decrees, and related Family Court or Circuit Court entries should be requested from the Circuit Court Clerk at the Harrison County Justice Center, not from the County Clerk's land-record or marriage-license office.

Circuit Court hears divorces, and the Family Court division handles dissolution of marriage, spousal support, equitable distribution, custody, support, and visitation. To file for divorce, determine whether the case belongs in Harrison Circuit or Family Court, use Kentucky Court of Justice forms or counsel, file with the Circuit Court Clerk, and keep the case number for later searches and copies. Kentucky Marriage And Divorce Certificates

The Kentucky Office of Vital Statistics is the state source for marriage and divorce certificates. Its marriage and divorce page repeats the county-clerk rule for marriage licenses and explains that both parties must appear together for a license, the license is valid for 30 days, and the license fee is nonrefundable.

Vital Statistics certificates are useful when a person needs proof of the event. They do not replace a court file when the request is for pleadings, custody orders, property orders, or a signed divorce decree.
